On February 25, 2022, the Shangrao City Federation of Trade Unions held a successful meeting to deploy work on promoting cultural and tourism consumption through inclusive support. Wu Shu, Deputy Director of the Standing Committee of the Shangrao Municipal People’s Congress and Chairman of the Municipal Federation of Trade Unions, attended the meeting and delivered a speech, clearly requiring trade union organizations at all levels and relevant departments to raise their political awareness, strengthen departmental coordination, and make every effort to ensure the effective implementation of union inclusive policies, thereby boosting consumption and revitalization in Shangrao's cultural and tourism market.

 

It is reported that over 300,000 Union Long Cards have been issued citywide, successfully expanding cooperation with 369 merchants (a total of 874 households). Employees' cumulative card consumption reached 2.3 billion yuan, indirectly driving consumption by 4.5 billion yuan, with a significant inclusive effect.

Previously, on February 21, the Shangrao Federation of Trade Unions, the Municipal Bureau of Culture, Radio, Television, New Tourism, and the Shangrao Branch of China Construction Bank jointly issued the "Notice on Encouraging All Trade Union Members in the City to Carry Out Activities to Support Shangrao's Cultural and Tourism Consumption," launching six major measures to stimulate cultural and tourism consumption vitality:

1. Encourage off-peak travel. Union members are guided to use rest time to take segmented and staggered holidays, reasonably arrange travel itineraries based on statutory holidays, increase travel frequency, and proactively visit scenic spots to participate in cultural tourism consumption, helping to revive the cultural tourism market.

2. Optimize daily routines. Encourage qualified government agencies, enterprises, and institutions to lawfully optimize summer schedules, creating convenient conditions for trade union members to travel on Friday afternoons combined with weekends.

3. Support grassroots trade union organization activities. While strictly complying with relevant regulations on the use of union funds, support grassroots unions in organizing spring and autumn outings, study tours, skills training, and other activities, actively guide members to participate in cultural tourism consumption, and enrich employees' leisure life.

4. Launch consumption packages and public welfare benefit initiatives. Encourage localities to launch one-stop cultural and tourism consumption packages covering "dining, accommodation, transportation, sightseeing, shopping, and entertainment" based on local cultural and tourism resources, guiding members to choose nearby routes and travel during off-peak times; The cultural and tourism departments are simultaneously carrying out public welfare benefit activities, promoting tourism performances and intangible cultural heritage displays into scenic spots, enriching cultural tourism consumption scenarios.

5. Launch special discounts for the Union Dragon Card. Annual union benefits will be distributed in batches through the special benefit account of the Union Member Service Card (CCB Union Dragon Card). The funds in the dedicated account can be used at partner merchants in active scenic spots, attractions, hotels, and homestays within the city. Cardholders can enjoy discounts of up to 80% of the market rate when shopping at partner hotels and homestays (specific discounts are determined through negotiation between the Municipal Bureau of Culture, Radio, Television, and New Tourism and the partner merchants), with a maximum of 3 rooms per booking. The scope of the discount and specific standards will be announced promptly through official WeChat accounts at all levels and the "CCB Life" app. Among them, the Municipal Federation of Trade Unions is responsible for organizing publicity and promotion; the Municipal Bureau of Culture, Radio, Television, New Tourism is responsible for urging merchants to operate with integrity; and the Shangrao Branch of China Construction Bank is responsible for providing technical support, conducting merchant training, and maintaining the platform.

6. Clarify requirements for civilized travel and discipline. When traveling, union members must strictly comply with epidemic prevention regulations, consciously advocate off-peak travel and civilized travel, and develop good habits of using public spoons and chopsticks; Expenses related to sightseeing, accommodation, and meals must be borne by the individual; illegal group dining or publicly funded dining is strictly prohibited.

This notice officially took effect on February 21, 2022, aiming to fully stimulate Shangrao's cultural tourism consumption potential and promote high-quality development of the cultural tourism industry through a model of "departments providing the platform, CCB contributing resources, merchants concession, and employees benefiting."
