On February 25, 2022, the Deployment Meeting on Inclusive Benefits of Shangrao Municipal Federation of Trade Unions for Boosting Cultural and Tourism Consumption was successfully held. Wu Shu, Deputy Director of the Standing Committee of Shangrao Municipal People’s Congress and Chairman of the Municipal Federation of Trade Unions, attended the meeting and delivered a speech. He clearly required trade union organizations at all levels and relevant departments to raise political awareness, strengthen inter-departmental coordination, fully promote the implementation and effectiveness of trade union inclusive policies, and support the revitalization of cultural and tourism consumption in Shangrao.

It is reported that more than 300,000 Union Dragon Cards have been issued in the city so far, with 369 cooperative merchants (874 outlets in total) established. The cumulative consumption of employees using the card has reached 2.3 billion yuan, indirectly driving consumption of 4.5 billion yuan, showing a remarkable inclusive effect.
Earlier, on February 21, the Shangrao Municipal Federation of Trade Unions, the Municipal Bureau of Culture, Radio, Television, Tourism and Sports, and China Construction Bank Shangrao Branch jointly issued the Notice on Encouraging Trade Union Members Citywide to Participate in Activities Supporting Shangrao Cultural Tourism Consumption, launching six major measures to stimulate the vitality of cultural tourism consumption through multiple initiatives.
I. Encourage off-peak travel. Guide union members to take staggered and off-peak vacations during rest periods, reasonably arrange travel plans in combination with legal holidays, increase travel frequency, take the initiative to visit scenic spots and participate in cultural tourism consumption, and support the recovery of the cultural tourism market.
II. Optimize work schedules. Encourage qualified government agencies, enterprises and public institutions to optimize summer working hours in accordance with the law, so as to create convenient conditions for union members to travel on Friday afternoons combined with weekends.
III. Support grassroots trade unions in organizing activities. On the premise of strictly abiding by the relevant regulations on the use of trade union funds, support grassroots trade unions in carrying out spring and autumn outings, visits and studies, skills training and other activities, actively guide members to participate in cultural tourism consumption, and enrich the sparetime life of employees.
IV. Launch consumption packages and publicwelfare initiatives for the people. Encourage all regions to launch onestop cultural tourism consumption packages covering “food, accommodation, transportation, sightseeing, shopping and entertainment” based on local cultural tourism resources, guiding members to choose nearby routes and travel during offpeak periods. Cultural and tourism authorities shall simultaneously carry out publicwelfare and benefitthepeople activities, promote tourism performances, intangible cultural heritage exhibitions and other events into scenic spots, and enrich cultural tourism consumption scenarios.
V. Launch Special Discounts for Union Dragon Card Holders. Trade union benefits for the entire year will be issued in batches through the special benefit account of the Trade Union Member Service Card (CCB Union Dragon Card). Funds in the special account may be used for consumption at activated cooperative merchants within the city, including scenic areas, scenic spots, hotels and homestays. Cardholding members shall enjoy a room rate discount of no less than 20% off the market price when consuming at cooperative hotels and homestays (the specific discount shall be determined through negotiation between the Municipal Bureau of Culture, Radio, Television, Tourism and Sports and cooperative merchants), with a maximum of 3 rooms per booking. The scope and specific standards of the preferential policies will be promptly announced through official WeChat public accounts at all levels and the CCB Life APP. The Municipal Federation of Trade Unions shall be responsible for organizing publicity and promotion; the Municipal Bureau of Culture, Radio, Television, Tourism and Sports shall be responsible for supervising the honest operation of merchants; and the Shangrao Branch of China Construction Bank shall be responsible for providing technical support, conducting merchant training and maintaining the platform.
VI. Specify Requirements for Civilized Travel and Discipline. When traveling, trade union members must strictly abide by the relevant regulations on epidemic prevention and control, consciously advocate off-peak and civilized travel, and develop the good habit of using serving spoons and chopsticks. All expenses related to sightseeing, accommodation and catering shall be borne personally. Illegal group dinners, dining and drinking with public funds and other such acts are strictly prohibited.
The Notice shall officially take effect on February 21, 2022. Aimed at fully unlocking the potential of cultural tourism consumption in Shangrao and promoting the high-quality development of the cultural tourism industry, it adopts a model featuring coordination by government departments, support from China Construction Bank, benefits offered by merchants, and tangible gains for employees.
