Geological heritage constitutes the principal resource of Sanqingshan UNESCO Global Geopark. Strengthening the management and protection of geological heritage is the primary responsibility of all staff members and local residents of Sanqingshan UNESCO Global Geopark. These Regulations are hereby formulated in accordance with the requirements of the UNESCO Global Geoparks programme and the relevant provisions of the Regulations on the Administration of Mount Sanqingshan Scenic Area of Jiangxi Province.
Article 1 These Regulations shall apply within the scope of Mount Sanqingshan Scenic Area. All units and individuals shall abide by these Regulations.
Article 2 Division of Responsibility Zones

Scenic Area Administration The Scenic Area Administration shall be responsible for the protection and management of geological heritage resources in the park, including stone pillars, stone cones, stone peaks, image stones, and mountain landforms. It shall assign patrol personnel, designate responsibility zones, and appoint responsible persons to conduct patrols of geological heritage, record geological evolution and joint development, and take action against responsible persons and entities that damage geological heritage. It shall give full play to the role of cleaning and sanitation workers and assign them road-section management and protection responsibilities. The Park Inspection Brigade shall serve as the responsible party for daily patrols, improve the daily management and protection work system, and ensure that patrols and management are effectively implemented.

Units Stationed in the Mountain and Business Operators Units stationed in the mountain and business operators within the park shall be responsible for the protection and management of geological heritage within a 50-meter radius of their respective premises. They shall monitor the evolution of geological heritage and joint development within their responsibility zones, report any changes caused by natural disasters or human factors to the management department within 24 hours, and take appropriate measures to control the process of such changes. They shall prohibit staff and visitors from damaging geological heritage, prohibit any person from making artificial alterations to the form of geological heritage, and prohibit any person from collecting, moving, stealing, or otherwise illegally appropriating stone pillars, stone cones, stone peaks, image stones, and other resources. It is also prohibited to construct buildings, cook meals, process food, pile garbage, carve, dump, or discharge sewage on geological heritage sites.

Community Management Institutions Sanqing Township People’s Government and Fenglin Sub-district Office shall be responsible for the protection of geological heritage within the geopark in their respective jurisdictions. They shall undertake publicity and education regarding the UNESCO Global Geoparks programme and relevant laws and regulations, formulate local provisions for the protection of geological heritage resources of the geopark (including village regulations), assign responsible units and persons for the protection and management of geological heritage within the geopark, and strengthen the protection and management of geological heritage resources in the buffer zone. All persons who damage geological heritage shall be dealt with according to law; where the circumstances are serious, they shall be transferred to judicial organs for investigation of legal liability. They shall prohibit residents and external personnel from damaging geological heritage, prohibit any person from making artificial alterations to the form of geological heritage, and prohibit any person from collecting, moving, stealing, or otherwise illegally appropriating stone pillars, stone cones, stone peaks, image stones, and other resources. It is also prohibited to construct buildings, cook meals, process food, pile garbage, carve, dump, or discharge sewage on geological heritage sites.

Functional Departments of the Park (1) Administration for Industry and Commerce The Administration for Industry and Commerce shall be responsible for investigating business units and operators within the park that sell stone pillars, stone cones, stone peaks, image stones, and other items collected from the park. It shall investigate the origin of such stone pillars, stone cones, stone peaks, and image stones, and shall, upon discovering illegal business activities, cancel the business qualification and revoke the business license in accordance with law.
(2) Environmental Protection Agency The Environmental Protection Agency shall be responsible for monitoring the treatment of solid waste and liquid waste in the park, exercising online supervision over the operation of sewage treatment facilities, and ensuring that all solid waste is transported off the mountain and that sewage is discharged in compliance with applicable standards.
Article 3 Penalties

Any person who carves on or defaces stone pillars, stone cones, stone peaks, image stones, mountain landforms, or other geological heritage shall be dealt with in accordance with the provisions of the Regulations on the Administration of Mount Sanqingshan Scenic Area.

Any person who excavates mountain landforms in the park without approval shall be subject to a fine of not less than RMB 10,000 but not more than RMB 100,000, and shall be ordered to restore vegetation; where the circumstances are serious, the case shall be transferred to judicial organs for investigation and handling.

Where hotels or business outlets expand their operations without authorization and damage geological heritage, a fine of not less than RMB 5,000 but not more than RMB 20,000 shall be imposed depending on the severity of the circumstances, and the business qualification shall be revoked.

Where hotels or business outlets cause pollution to geological heritage due to human factors, a fine of not less than RMB 1,000 but not more than RMB 10,000 shall be imposed, and the heritage shall be restored to its original state.

Where park employees damage or pollute geological heritage due to human factors, a fine of not less than RMB 1,000 but not more than RMB 5,000 shall be imposed depending on the severity of the circumstances, and the heritage shall be restored to its original state.

Any person who steals or destroys stone pillars, stone cones, stone peaks, image stones, or other resources shall be subject to a fine of not less than RMB 10,000 but not more than RMB 100,000 depending on the severity of the circumstances; illegal gains shall be confiscated, and the case shall be transferred to judicial organs for legal liability.
Article 4 These interim measures shall be interpreted by the scenic area management department.
Article 5 These interim measures shall come into effect as of the date of promulgation.
