In accordance with the Work Safety Law of the People’s Republic of China, Public Security Administration Punishment Law of the People’s Republic of China, Regulations on the Safety Administration of Fireworks and Firecrackers (Decree No. 455 of the State Council), Provisions on the Safety of Fireworks and Firecrackers Production and Business Operations (Decree No. 93 of the Ministry of Emergency Management) and other relevant provisions, this Notice is issued to severely crack down on the illegal production, trading, storage and transportation of fireworks and firecrackers, further strengthen the safety supervision of fireworks and firecrackers within the jurisdiction of Sanqingshan UNESCO Global Geopark, and safeguard the personal and property safety of the people. Relevant matters are hereby notified as follows:
1. Without obtaining official permits, no entity or individual may engage in the production, trading, storage or transportation of finished fireworks and firecrackers, semi-finished products, hazardous chemical raw materials and related items. Violators shall be severely investigated and punished in accordance with laws and regulations by public security organs and other competent authorities.
2. All entities and individuals engaged in the illegal production, trading, storage or transportation of fireworks and firecrackers shall immediately cease all illegal activities, voluntarily report to public security and relevant functional departments to give statements, assist in investigations, and surrender illegally possessed finished fireworks and firecrackers, semi-finished products and hazardous chemical raw materials. Public security organs may impose lighter, mitigated or exempt penalties in accordance with law based on the specific circumstances of each case.
3. No entity or individual may contract out or rent out houses, vehicles, production and business projects, premises or equipment to entities or individuals lacking work safety conditions or corresponding qualifications for the illegal production, trading, storage or transportation of fireworks and firecrackers. Violators shall be dealt with in accordance with law; those whose acts constitute crimes shall be subject to criminal liability in accordance with law.
4. All relevant departments, towns and sub-districts shall strictly implement the three-in-one supervision responsibility system for work safety. Local authorities shall enforce grid-based management and give full play to grassroots prevention and control networks. Any discovered illegal production, transportation, trading or storage of fireworks and firecrackers shall be reported without delay.
5. It is prohibited to carry fireworks and firecrackers on public transport; it is forbidden to conceal fireworks and firecrackers in checked luggage, parcels or postal items.
6. Without approval from public security organs, no entity, organization or individual may hold fireworks galas.
7. Any state functionary who engages in, connives at or shields illegal production, trading, storage or transportation of fireworks and firecrackers shall be severely sanctioned in accordance with laws and regulations upon verification, with zero tolerance.
8. The general public shall enhance safety awareness and legal awareness, and actively report illegal acts involving the production, trading, storage and transportation of fireworks and firecrackers. Cash rewards will be granted once reported clues are verified to be true. Strict confidentiality shall be maintained for all informants, and under no circumstances shall any informant’s personal information be disclosed. Anyone who retaliates against informants shall be severely punished by public security organs in accordance with law.
9. All entities and individuals violating this Notice shall bear corresponding legal liabilities in accordance with law depending on the severity of the violation.
This Notice shall take effect on the date of its promulgation.
Detailed Rules for Reporting Rewards
I. Scope of Reportable Violations
Within the jurisdiction of Sanqingshan Area, reportable acts include the unlicensed production, trading, storage, transportation and sales of fireworks and firecrackers, as well as entities and individuals that rent houses, buildings, vehicles and other facilities to others to facilitate illegal production.
As used in this Notice, fireworks and firecrackers refer to finished fireworks and firecracker products, plus flammable and explosive materials used in their manufacture such as black powder, pyrotechnic composition and fuses.
II. Reporting Channels and Reward Standards
(1) Reporting Channels
Members of the public may submit clues to public security organs or emergency management departments via in-person reporting or telephone calls.

(2) Reward Standards
· A reward of RMB 500 shall be granted for verified reports leading to the handling of 10 to 49 illegal cases;
· A reward of RMB 1,000 shall be granted for verified reports leading to the handling of 50 to 199 illegal cases;
· A reward of RMB 2,000 shall be granted for verified reports leading to the handling of 200 to 499 illegal cases;
· A reward of RMB 5,000 shall be granted for verified reports leading to the handling of 500 or more illegal cases;
· Informants who provide verified clues to illegal fireworks production dens shall receive a reward of RMB 10,000; a reward of RMB 20,000 shall be offered if the case involves suspected criminal offenses.
Information provided by informants shall be accurate and detailed. Where multiple persons report the same violation, only the first informant shall receive the reward.
(3) Circumstances Ineligible for Rewards
· Vague and unverifiable reports;
· Violations already discovered or under official investigation at the time of reporting;
· Reports submitted by accomplices in the same case;
· Other circumstances stipulated as ineligible for rewards.
This Notice shall take effect on the date of its promulgation.
