To thoroughly implement the deployment requirements of national, provincial and municipal authorities for the intensive rectification of unhealthy tendencies and corruption problems affecting the general public, further advance the special rectification campaign targeting tour guide misconduct, forced consumption and other malpractices in the tourism sector, severely crack down on all types of illegal and irregular activities in the tourism market, standardize market operation order, effectively safeguard the legitimate rights and interests of tourists, and polish the cultural tourism brand of "The Splendor of Sanqingshan", the Bureau of Culture and Tourism of Sanqingshan hereby publicly solicits clues of illegal and irregular acts involving tour guide misconduct, forced consumption and other relevant issues from all sectors of society and the general public. Relevant matters are announced as follows:
I. Scope of Solicited Clues
1. Unlicensed tour guide misconduct
Illegal and irregular acts including conducting tour guide/interpreter services without a valid tour guide certificate, or by forging, usurping or renting such certificates; privately undertaking or directly soliciting tour guide/interpreter services through any means without being assigned by a travel agency.
2. Unlicensed travel agency operations
Illegal and irregular acts of operating tourism services without official permits to organize and receive tourists, thereby disrupting the order of the tourism market.
3. False advertising
Illegal and irregular acts committed by travel agencies or tour guides that exaggerate the scope and quality of tourism services in promotional materials, make false promises under the guise of shopping groups, senior citizen groups, insurance-linked tour groups and other service models, and mislead tourists into signing up for group tours.
4. Unreasonably low-priced tours
Illegal and irregular acts of organizing tours at unreasonably low prices to seek improper gains by arranging shopping sessions or optional paid sightseeing items.
5. Forced shopping
Illegal and irregular acts including arbitrarily altering travel itineraries, operating tours reliant on shopping revenue, multi-layer subcontracting, refusing to fulfill travel contracts, colluding with merchants to induce or force tourists into consumption.
6. Malpractice in professional practice
Illegal and irregular acts committed by tour guides/interpreters during tour services, such as arranging visits or activities involving pornography, gambling, drugs and other content violating national laws, regulations and public morality; making remarks harming national interests and national dignity, treating tourists with discourtesy, or even verbally insulting tourists.
7. Disciplinary and illegal violations in cultural and tourism administration
Disciplinary and illegal violations including abuse of power for personal gain, improper interest transfer, dereliction of duty, and bending the law for personal gain committed by cultural and tourism administrative authorities, law enforcement teams and their staff within the Sanqingshan jurisdiction. Such cases shall be handled by disciplinary inspection and supervision authorities in accordance with relevant rules and disciplines subject to cadre management authority.

Informants shall report facts truthfully, and provide key information including the name of the reported entity or individual, the time, location and detailed account of the illegal and irregular acts. Where possible, relevant supporting evidence such as contracts, receipts, audio recordings, videos, photos and chat logs shall be attached.
Real-name reporting is encouraged to facilitate staff in verifying clues and feeding back handling progress. The Bureau of Culture and Tourism of Sanqingshan will strictly protect the confidentiality of informants and safeguard their legitimate rights and interests in accordance with the law.
Fabricating or distorting facts, lodging false accusations and framing others are strictly prohibited. Those who make malicious or false reports shall be held legally liable.
This Announcement shall accept reports on illegal and irregular clues in the tourism market on an ongoing basis from the date of issuance. All tourists, local residents, tourism practitioners and all sectors of society are welcome to actively participate in supervision, so as to jointly build a standardized, orderly, credible and high-quality tourism market environment in Shangrao.
