Article 1 Forestry pests and diseases refer to diseases, insects, weeds, and other harmful organisms that endanger the normal growth of forests, forest trees, and forest tree seeds and cause economic losses.
Article 2 No unit or individual shall bring into the scenic area any articles carrying diseases or insect pests, or any forest plants and their products that have not undergone quarantine.
Article 3 The entry of all pine products into the scenic area is prohibited. Once discovered, such acts shall be investigated and dealt with in accordance with the Forest Law, the Law on the Entry and Exit Animal and Plant Quarantine, and the Measures for the Implementation of Plant Quarantine in Jiangxi Province, and the responsible persons shall be resolutely held accountable.
Article 4 The ticket offices and quarantine stations must be prepared to inspect packaging materials for communications, electric power, transportation, construction, and other purposes; the forestry workstations of townships (sub-district offices) and forest rangers shall carry out daily investigations, monitoring, and forecasting of pests and diseases. If any damage caused by forest pests and diseases is found, it shall be reported to the Management Committee or the forestry administrative department in a timely manner, and timely and effective control measures shall be cooperated with.
Article 5 Before issuing construction site operating permits, the construction department shall require the construction unit to provide a letter of commitment, committing not to transport pine products and pine product packaging boxes into the scenic area.
Article 6 Reward measures shall be implemented. Anyone who reports a dead pine tree detected as being harmed by dangerous pests and diseases, or reports the entry of pine products and packaging boxes into the scenic area, shall be rewarded RMB 50 to RMB 100 per person per occurrence.
