The Sanqing Mountain Geopark Management Committee is an agency dispatched by the People's Government of Shangrao City, Jiangxi Province, fully responsible for the protection, management, planning, development, and construction of the park. It has a highly qualified management team consisting of 307 administrative staff, 8 research personnel, and 129 technical professionals. The park is equipped with 4 full-time geologists and 4 externally hired geologists, providing professional support for geological protection and scientific research. The Sanqing Mountain World Geopark Management Committee oversees three management units: the Sanqing Mountain Management Committee, the Zihu Town Government, and the Huaiyu Township Government. Under the management committee, there are relevant functional departments including the Geopark Management Bureau, Scenic Area Management Bureau, Natural Resources Bureau, Agriculture and Rural Affairs Bureau, Culture and Tourism Bureau, and the Propaganda Department. Each department has clear divisions of responsibility, performs its duties, collaborates with each other, and manages jointly, laying a solid foundation for the protection, utilization, management, and sustainable development of the park area.
III. Main Responsibilities
(1) Implement the guidelines, policies, and regulations of the Shangrao Municipal Party Committee and Municipal Government regarding the construction and development of Sanqingshan; formulate medium- and long-term development plans for Sanqingshan; prepare detailed plans; and organize their implementation.
(2) Implement unified planning and management for the development and construction of scenic areas, legally protect resources within the jurisdiction, conduct demonstrations, approvals, and implementation of construction projects.
(3) Implement industry management for tourism within the jurisdiction and vigorously develop the tourism economy.
(4) Responsible for managing land resources in the scenic area, and uniformly handling land requisition and approval.
(5) Vigorously develop the agricultural economy and improve the living standards of the people.
(6) Exercise industrial and commercial and price management rights over service enterprises and township enterprises within the jurisdiction, and issue business licenses and permits.
(7) Responsible for science, culture, education, and health undertakings within the jurisdiction.
(8) Responsible for tax collection and administration within the jurisdiction, and completing the annual fiscal budget and final accounts.
(9) Develop forestry production, strengthen forestry administration, issue logging permits and timber transportation certificates in a unified manner, and be responsible for forest fire prevention within the jurisdiction.
(10) Responsible for civil affairs, poverty alleviation and disaster reduction, marriage registration, conscription, and election work within the jurisdiction.
(11) Implement national laws and policies on family planning, control population growth rates, and complete family planning tasks within the jurisdiction.
(12) Responsible for the management and discipline inspection of Party members and section-level cadres within the jurisdiction.
(13) Responsible for the work of trade unions, the Communist Youth League, and the Women's Federation within its jurisdiction.
(14) Responsible for investment promotion, unified external publicity, and expanding the scenic area's visibility.
(15) Responsible for foreign affairs and tourism work.
(16) Handle other tasks assigned by the Municipal Party Committee and Municipal Government.
